If an Ethics Committee or IRB reject an application can I appeal against the decision?

It depends on the country you are working in. Certainly in the UK there is an appeals procedure and the details are in SI 2004 No. 1031, and I guess on IRAS? I'm not sure about the situation in other countries.

Does anyone actually use the appeals process? and if so is it ever successful in any country?

Yes, check out the reson for rejection it could be because 1) Ethics Committee might need additional information 2) Ethics Committee might feel that this trial is not suitable to be conducted in the hospital and hence can reject. and any other reasons.
However, as a CRP, u need to find out why there has been rejection and try to provide the answer's, if possible. If they are still not convensed, then you need to notify this rejection to your country regulatory body.

How successful are companies at getting rejections overturned by rejection committees? I suppose I am asking is it likely that a rejection will get overturned?
